It’s no secret that Milwaukee’s PACKOUT system is the king of roll-up modular storage for all your tools. However, Harbor Freight just released an upgraded version of its budget alternative, and at just $70, it looks impressively rugged and feature-packed.

Harbor Freight’s Modular Roll Box is an Updated Contender

I’m talking about the new and improved. Bauer Modular Rolling Box with 8-Inch Wheels (71046) at Harbor Freight. For those who don’t frequent HF, this durable, stackable, modular rolling tool box can be customized in over 50 configurations, and is an option many DIYers choose over more expensive options from Milwaukee, Ryobi, and CRAFTSMAN.
The Milwaukee PACKOUT System is the gold standard, but at $170 for the base model and hundreds more for each additional stackable storage container, it quickly becomes an extremely expensive storage system.
And of course, Milwaukee has more customization options, stackable workplace radiosand other fancy things, but if you’re looking for something durable that won’t cost you a lot of money, consider Bauer.
This new modular rolling tool box from Bauer from Harbor Freight is an improved version of the older generation. Features several key improvements. that makes it a serious contender in the space.
For starters, it is extremely durable and has an IP65 rating for water and dust resistance. You can defeat this thing at work and it will still work.
Here are some key features and updates to this new model:
- Upgraded 8-inch smooth-rolling all-terrain wheels
- A hinged lid with strong metal latches.
- Removable handle
- Two integrated tape measure holders and an extension cord holder
- Built-in protective plate for easy transport and attachment points for lashing
For those familiar with the older generations, the lids were removable and closing them was sometimes a nuisance, not to mention cumbersome. The Bauer storage box now has a sturdy hinged lid and early reviews suggest it’s a big improvement. However, the biggest change is the new and improved 8-inch all-terrain wheels, which you will love compared to the old 5.8-inch wheels.
Harbor Freight thought of everything this time and it’s clear they’re targeting PACKOUT and Ryobi Link fans. The handle can be removed, if necessary, reducing the height for better storage. The socket is great for getting things going, and all the built-in tape measures and extension cord holders are welcome additions.
Harbor Freight mentioned that this even has a dedicated level storage area, multiple attachment points for tying down anything that doesn’t fit inside, and the handle has an improved grip for all-day comfort. There’s even a redesigned interior tray for quick access to your most used gear.
Like the previous generation, Harbor Freight’s new Bauer roll-up tool box comes with a number of customization add-ons that stack securely, including a box for all types of milk cartons and a new slim tray for odds and ends, screwdrivers and other small items.
If there is a downside, the weight limit is still around 60 pounds, although I have much more than that on my previous unit and it works fine.
Best of all, this great modular rolling tool and storage box is only $70. Honestly, that’s the biggest selling point and a great reason to give it a try.

Again, it’s no secret that Milwaukee has one of the best systems in this space. The PACKOUT is excellent, but at $170 (or more) just to start, it’s not for the faint of heart. Professionals already invested in Milwaukee probably won’t want to start over, but the Harbor Freight option could be great for home use.
Bauer’s new $70 rolling storage box is just $5 more than the previous model and is packed with upgrades. For the price, it will also be a great model to consider in the future. Ryobi Link Systemwhich doesn’t seem so durable.
Why pay $170 or $229 for a Milwaukee PACKOUT box, or even $100 for a Ryobi LINK or CRAFTSMAN model, when you can stroll to nearby Harbor Freight and get the Bauer for just $69.99?
