In 2027, California Digital Age Guarantee Act will require all operating system vendors in the state, including Windows, macOS, Android, iOS and linux distributions like Steam OSto collect information about the age of users during setup.
However, GrapheneOS, a privacy-focused Android-based operating system, indicated that it will not be part of emerging laws requiring mandatory age verification during setup (via Tom Hardware).

The platform issued a statement shortly after Brazil’s Digital ECA (Law 15,211) came into effect on March 17. Consequently, operating system providers who have not implemented age verification checks on their platforms can now be fined up to R$50 million (approximately $9.5 million) per violation.
For context, GrapheneOS is developed by the GrapheneOS Foundation, a registered Canadian non-profit organization. As such, none of these imposed age verification policies directly impact GrapheneOS, but it is still unclear to what extent the rule of law could extend its hand in terms of jurisdiction.
GrapheneOS will continue to be usable by anyone around the world without requiring personal information, identification, or an account. If GrapheneOS devices cannot be sold in a region due to its regulations, so be it.

Separately, GrapheneOS and Motorola announced a long-term partnership at MWC (via Android Center) on March 2, expanding the reach of the operating system beyond Google Pixel phones. What’s more, a Motorola phone powered by GrapheneOS could be in the works by 2027.
According to GrapheneOS:
“We have an official partnership with Motorola and a lot of progress is being made rather than that being just a possibility. We are not going to support devices that do not meet our security requirements or that do not provide adequate support for using another operating system.”
That said, it does not seem far-fetched that these age controls could become mandatory throughout the world. In February, the The UK Online Safety Act has been implemented on Xboxblocking thousands of roles until they completed the verification process.
Does Windows already comply with age verification checks?
Age verification is No a new phenomenon in the Windows ecosystem, as users are already required to provide their date of birth during the Microsoft account setup process.
